Croatia Airlines , easyJet and Jet2 all have direct flights to Split on Saturdays.
The transfer time from Split airport to Split marina is around 30 minutes and to Trogir marina around 10 minutes.

Fresh from passing my day skipper, I spent quite a while umming and ahhing as to where I should take the family for our first solo sailing holiday. But when a brand new (2022) Oceanis 40.1 popped up in Trogir during the October half-term, for under £1000, it seemed almost obvious our decision was being made for us.
Croatia is a country I have never been to before, and the opportunity to visit Europe's most popular sailing area seemed too good to be true. Also after speaking with a few friends, sailing from Split offered lots of possible itineraries, including lots of sheltered ports to run from the October weather. Perfect... Split it is!
The flight to Split was noticeably shorter than my previous flights to Greece. The journey was a little under three hours, from stepping onto the plane at Heathrow to stepping onto the boat in the Marina. A swift start to the holiday. Our flight arrived late in the evening, and thankfully rather than searching among the 500 or so yachts in the dark, the office had left a really helpful personalised note, as to exactly where our boat was moored and a number to contact just in case.
Once we had unpacked and were fed and watered, we checked the weather for the week which seemed perfect. Gentle and Moderate winds from the South East until Wednesday, before the winds reversed and Northerly Winds took over from Wednesday through to Friday. Nigh on perfect weather for a gentle sail to Sibenik and back.
On arrival into Rogoznica, I prepped our crew for mooring, the pilot guide on board helped select our quayside mooring point but as we approached I could see the Harbour Master prepping a spot for us. A stern too mooring spot with lazy lines. Reversing in I got my first mate ready to throw the stern line, the Harbour Master was ready to pass them a lazy line, and i was at the helm. After a tiny bit of shouting and potentially a little more panic than was required we were safely moored for our first night.
Rogoznica seemed to be one of those small towns where the number of boats outnumbers the number of houses. Fresh water and electricity at the town quay meant we could stay clear of the dubious showers. Numerous shops and bars lined the quayside and that meant we could have a lazy coffee and pastry ashore rather than cook breakfast.
Our chart showed Primosten as just a few miles away and the weather for today was exactly as expected. Our sail today turned out to great day to get some miles under our belt and test out a few gybes with the crew. Fantastic winds ensued and we had winds of 10-12 knots throughout the morning, plus the chance to test out a few maneuvers with the crew. Following lunch on the water and a few maneuvers, playtime was over. We headed to Primosten nice and early, after hearing the marina was quite small. Thankfully there was plenty of room on this smaller town quay.
Again under the eyes of a keen Harbour Master, we moored for the day and within 20 minutes were all safely secured. Primosten offered lots to see and options to explore, following a brief visit to the beach and a strut through the old town. We decided that we have to stop here again on the way back to Trogir and give this town the time it deserved.
Sailing from Primosten to Sibenik, today was the day I was most looking forward to on the trip. I have heard about the National Park and Waterfalls in Krka for a few years now I felt this would be one of the days key to my time in Croatia. Keen to get going we left Primosten just after breakfast and 'sailed' to Sibenik. The winds were super light today (less than 5kts) and the journey was quite a short one on the motor. Arriving into Sibenik, I was suprised at how big the city was, it has a lively waterfront, a fuel station and to my crew's delight a Mcdonalds' within walking distance.
Once moored, for such a large town it was strange to see this was our first town quay without full facilities however the ability to get to Krka National Park certainly made up for it. We climbed into a local taxi and made our way to the National Park.
Lots of different paths of varying lengths make their way through the park and we very happily spent the rest of the day trekking past what felt like a new waterfall around each corner.
Now officially on the return leg, we could relax a little more, as we were simply heading back 'Home'. Our confidence on board was really high, also aided by winds almost Ionian in nature and the ability to motor along on smooth glassy water. All the scare stories of freezing 'Bura' winds of late October seemed a million miles away from 25 Degrees and less than two knots of wind we had on this return leg.
Pootling along, with almost no other boats on the water, we could have stopped to look at St Nicholas 16th Century Citadel on the way out of Sibenik but we were keen to get to Primosten as soon as we could.
Arriving at Primosten just after lunchtime we arrived at the same time as lots of Croatians that head to Primosten for a day out due to its great beach and relaxed feel. This time around we were going to make the most of Primosten and had enough time to hit the beach and explore the winding streets of its walled city and hilltop church.
Primosten is certainly a stop worth adding to an itinerary. I would recommend it to anyone heading North from Split.
Due to time constraints, today was our final day sailing and our longest day on the water we needed to return to Trogir. We headed out of Primosten on the motor. Then after an hour of motoring, the wind picked up and we had a fantastic stretch of real sailing. Twelve to fifteen knots of wind pushed us along a sailing either a broad reach or running dead downwind. The sailing was nice and stable and that kept the crew happy while cruising along at between 4-6 knots was enough to keep almost any sailor happy. Compared to the non-existent winds of yesterday this was very much a welcomed change and by far the best sailing conditions for the week. A little under five hours later we pulled into the fuel station in Trogir for a top-up and back into the Marina.
Mercifully the easy berth that we left five days ago was available for us to slip right back into. I would never forgive myself if we had five days issue free and then caused a scrape in the final 100 meters. Needless to say, I should have had more faith in my crew as by now we were a well-oiled machine and piloted the boat, back into its spot with minimal stress.
Overall a fantastic break on the water, and the fears of Croatia being a very expensive, cold October destination were completely dashed. I have to admit we were really lucky with the amazing weather for the entire week but for the price, availability of yachts, and lack of other boats on the water I would happily recommend it!

Just a brief note to let you know we had a great week aboard the Lady Thuraya. The yacht is in great condition, everything appears as new the furnishings are tasteful and comfortable and all the fixtures worked perfectly well. The navigation equipment also appears state of the art, looks like the renovation was extensive and very complete. But what really made our stay most enjoyable was the crew, always ready and anticipating our every desire, attentive to the smaller details, always a smile on their face and a genuine interest in providing us with an unforgettable experience while giving us all a great sense of safety and security with their professional attitude and ease of maneuvering the sailboat even into the tightest of mooring spots. The food was delightful and light, impecably served, totally appropriate for the heat we experienced; pity that Frans will not make a career of cooking on yachts! Bravo! Split ist die zweitgrößte Stadt in Kroatien und liegt auf einer Halbinsel an der kroatischen Adriaküste. Mit knapp 170.000 Einwohnern ist sie das wirtschaftliche und kulturelle Zentrum der Region Dalmatiens. Split wurde um das Jahr 305 gegründet und ist damit eine der ältesten kroatischen Städte. Bei einer kulturellen Entdeckungsreise in der Altstadt lassen sich zahlreiche Sehenswürdigkeiten und historische Schätze finden. Ein besonderer Besuchermagnet ist der Diokletianpalast aus dem 4. Jahrhundert. Bereits seit 1979 steht die Innenstadt Splits mit dem weltberühmten Palast auf der Liste der UNESCO Weltkulturerbestätten. Ein weiteres Highlight ist die malerische Hafenpromenade von Split, die auch Riva genannt wird. Als Herzstück der Stadt verzaubert sie mit ihrem einzigartigen Ambiente Touristen und Einheimische. Die beeindruckende Kathedrale des hl. Dominus und die rund 8 m hohe Statue des Gregor von Nin sind weitere Sehenswürdigkeiten, die man bei einem Stadtrundgang nicht verpassen sollte.
Direkt in der Stadt befinden sich schöne Strände, die zum Baden einladen. Einer der schönsten Strände ist der Strand Kasjuni. An der südlichen Seite des Marjan Waldparks gelegen ist er für glasklares Wasser an einer langgezogenen Bucht bekannt.
Lohnende Ausflugsziele rund um Split sind die Städte Trogir, Šibenik und Zadar. In unmittelbarer Umgebung befindet sich der Nationalpark Krka mit seinen bekannten Wasserfällen. Die zweitnächste Insel Brač lässt sich ideal mit einem Katamaran oder Segelboot ab Split erreichen. Ebenso ist Hvar ein beliebtes Ziel bei einem Yachtcharter ab Split .

Durch einen maximalen Tiefgang von 9 m und großzügigen Liegeplätzen können auch Yachten bis zu einer Länge von ungefähr 80 m in der Marina anlegen.
Der Yachthafen Marina Split verfügt über eine sehr gute Infrastruktur und über alle Einrichtungen des täglichen Bedarfs. Dazu zählt:

Zudem befinden sich ca. 5 Autominuten von der Marina Supermarktketten wie Lidl, Bill, Tommy oder Plodine. Diese haben auch sonntags geöffnet.

Day 4 – lastovo, day 5 – vis.
Day 1 – split to hvar.
Head toward the Hvar island, one of the prettiest and most visited towns in the whole Adriatic. On our way, we will find some hidden lagoons of the archipelago Pakleni Islands and swim in the crystal blue sea. You can have lunch on one of the islands or anchor immediately in Hvar. Short relax before you stroll in the town, explore the town, restaurants, and bars Hvar has in its rich entertainment offer.
We are staying for one more day in the phenomenal town of Hvar, as there is more beauty to explore – you can explore the fortress overlooking the harbor, enjoy the splendid view from the top of Hvar, enjoy gastronomic experiences, sail to hidden and secluded lagoons, do snorkeling diving, kayaking and/or other water activities.
Your next destination is the loveliest medieval town on the islands in Croatia –the charming Korčula. Korčula town seems to be where time stands still; you will be amazed at its simplicity and beauty. You can do many things while in Korcula: experience wine tasting in one of the famous vineries, rent quads and do the inland tour, or rent a jet-ski and kayaks to explore the island from the sea,… In recent years, the gastro-enology scene and nightlife have flourished so you can explore unique places, such as Michelin-recommended restaurant Lešić Dimitri Palace. The night will be spent in a marina in the old city.
It is a day to visit the island of Lastovo, an island of untouched and extremely beautiful nature, genuine heaven for lovers of nature, sailing, good food, wine, fish, and much more. Before arriving in Lastovo, indulge yourself in the crystal clear waters of Saplun islet and have lunch or dinner in the fantastic Augusta Insula restaurant. Lastovo is also known as the best place in Adriatic to eat lobsters.
Setting off from Lastovo in the morning, we will have our breakfast on board. Afterward, we recommend swimming in unique bays, perhaps jumping into the idyllic transparent sea at Stiniva Cove, surrounded by massive limestone walls, a fantastic place! We plan to arrive at Vis in the afternoon. For the evening, you stay in the town of Vis, where you can eat in good seafood restaurants or visit some inland country-style taverns. The evening as well as the night, can be spent in Komiža.

The plan for this day will be to visit the magnificent Modra Špilja (Blue cave), one of the most extraordinary caves in the world because of the bright blue glowing phenomenon that happens around noon, so we will plan to be there on time to experience it. After that, we sail towards the island Šolta. The untouched nature of Šolta and the surrounding islands still offers hidden private coves rarely found today. Short stop for swim and snorkeling before reaching the port of Maslinica on the island’s west side. You can have dinner at the beautiful sun terrace of the famous castle/restaurant Martinis Marchi, overlooking the bay.
On our way to Split in the morning, we can visit Blue Lagoon on Krknjaš island, have a fresh seafood lunch, and spend our last day on the water. In the afternoon, we sail towards Marina Split, our home base. We recommend a short dynamic tour of 1700 years old Diokletian’s palace for the last evening. The old city, beautiful as ever, will charm every visitor. After dinner in the city, an evening walk will mark the end of this day. Months before Senator Fatima Payman's tug-of-war between her conscience and Labor Party loyalty began playing out on the national stage, a private struggle was going on at home.
The then-West Australian Labor senator was newly married to Jacob Stokes, a man who had devoted eight years to the Labor movement, rising to become an advisor to a WA Labor minister.
Payman, 29, tells ABC's Australian Story, that Stokes is "the best thing that's happened to me" — but there was no honeymoon period after their February wedding.

Instead, the couple was wrestling with the question of how Payman, an Afghan-born Muslim, should deal with pressure to persuade the Albanese government to take stronger action against Israel over its ongoing war in Gaza, and to implement the ALP's platform of recognising Palestine as an independent state.
"Community members, people I'd grown up with, were messaging me and saying, 'What's your government doing?'" Payman says.
"To defend the government while trying to be part of a community was me being stuck between a rock and a hard place."
Stokes, a convert to Islam, was horrified by the death and destruction in Gaza caused by Israeli attacks in the wake of Hamas's brutal raid on Israel and the taking of hostages on October 7 last year.
But the Labor staffer thought Payman should work for change within the party and maintain her pledge to uphold Labor's much-vaunted, century-old caucus solidarity. He urged her to "toe the party line".
"We had arguments about it," Stokes says.
"[I thought] the best way to do it is to advocate from within and to raise your voice within caucus. As someone who was on the inside seeing everything that she was going through, I still had that opinion at the start."
Plus, he was worried about his job.
"I'd help where I could, but other times I'd have to say to her, 'I don't want to get in trouble. I don't want to get in trouble. I've got a job and this is a conflict.'"
But the weeks went on, and Payman became increasingly frustrated that her representations to senior ministers, including her Labor idol, Foreign Minister Penny Wong, failed to significantly shift the ALP's highly managed diplomatic responses to the Israel-Palestine conflict into stronger action.

Stokes's adherence to caucus solidarity began to falter. He watched as Islamic community members turned their backs on Payman as the couple arrived at the mosque to pray. He was the one rushing her to hospital when migraines brought on by stress became so severe, she'd vomit, or almost faint.
So, Stokes told his wife she had his support, whatever decision she made.
"The moment I said that I support you and I'm going to be there no matter what you decide to do and she came out and she said that it's a genocide, we knew there was no turning back," Stokes says.
"She probably wasn't going to be preselected again, that once you do something like that in the Labor Party, that is the beginning of the end."

Just a few weeks after she held that press conference labelling Israel guilty of genocide (a claim strenuously denied by Israel and not supported by the Australian government), Payman crossed the floor to side with the Greens on a motion declaring an urgent need "for the senate to recognise the state of Palestine".
Alarm bells rang for Payman's colleagues earlier in the day when she abstained from an amended motion put by the ALP, which added that recognition be part of a peace process towards a two-state solution.
After crossing the floor, Payman was reprimanded by the prime minister, Anthony Albanese, and told not to come to caucus for two weeks .
But when Payman appeared on the ABC's Insiders to say she'd support the Greens' motion again, she was indefinitely suspended by Albanese.
A few days later, Payman left the ALP but is holding onto the senate spot, despite Albanese's calls for her to return the seat to Labor.
Soon after, Stokes decided it was untenable to stay in his job and quit but remains an ALP member.

Payman knows there is debate about whether her manoeuvrings were due to naivety or a more Machiavellian agenda.
The fact that, before she crossed the floor, she consulted with Glenn Druery, the political strategist dubbed "the preference whisperer" for his work guiding minor parties to electoral success, raised the eyebrows of many, including Albanese.
Payman admits Druery suggested appearing on Insiders. Now, she's hired Druery as her chief-of-staff — and he is already talking about Payman forming her own party.
"It's certainly a discussion we need to have," says Druery, who objects to Senate reforms that make the election of independents and minor parties more difficult.
Payman will not rule out forming her own party but does rule out joining the Greens or an Islam-based party.
"I clearly object to the formation of any faith-based party, because especially for senators who represent a massive constituency, it's very important to represent people from all walks of life."
She dismisses being Machiavellian and says her aim now is to achieve "goodies and brownies" for WA.
"I'm not here to play games or be obstructive," she says.
"I feel a bit naive about how politics works. I may have come into politics with being overly ambitious and optimistic and … that was crushed really fast."
Still, Payman remains defiant.
"I'm definitely at peace with the decision I've made."
Payman was never expected to win her Senate spot in the 2022 federal election. The former Young Labor WA president and United Workers' Union organiser was third on the ALP ticket, a position that had not seen a Labor victory since 1984.
But a "red wave" swept across WA and, with Stokes, then a Labor colleague, driving her campaign, Payman won the spot, earning the title of "accidental senator".
Labor celebrated Payman's arrival in Canberra, heralding the fact she was the first hijab-wearing politician in federal parliament and using her election to point to the party's embrace of diversity.
At age five, Payman fled with her family from Afghanistan to Pakistan when the Taliban took control.

Life in Pakistan was hard, and her mother, Shogufa, urged her father, Abdul Wakil, to find a better life for their family. In 1999, he made his way to Indonesia, then onto a boat bound for Australia where he spent time in a detention centre. On release, he worked a variety of jobs to raise funds and sponsored his wife and children to come to Australia. They'd been apart four years.
Payman, the eldest of four, was a bright and responsible child, becoming the head girl at WA's Australian Islamic College.
"I was always a teacher's pet," she says.
"Didn't have a great reputation amongst my peers … they all referred to me as 'the snitch'."

She began studying biomedical science at university but switched her degree to anthropology and sociology. As she set her sights on doing honours in ethnography, her father was diagnosed with acute myeloid leukemia. He died within a year.
One way Payman dealt with the grief of his death in 2018 was by volunteering, which led her to the Labor Party.
"Grassroots activism, campaigning, that's what drew me to wanting to learn more … the party structure, how the Labor Party operated," she says.
Fast forward to early 2024 and the newbie senator was speeding towards a powerful lesson in the tribal nature of Labor politics.

Anne Aly, a federal Labor minister, fellow West Australian and Muslim, says Labor members sign up to caucus solidarity and "it's become very apparent to me that caucus solidarity is how we make change".
"Look at the things that we've been able to deliver as a government; none of those things happened because of a single individual … They happened because of collective action from the caucus."
She says caucus solidarity does not mean there is no debate.
"Solidarity means coming to a collective agreement after much debate, in some cases, and rigorous debate in many cases."
Aly argues Payman had options other than crossing the floor but says: "Ultimately, this is an intelligent, strong, smart woman who exercised her agency with full knowledge of what the consequences were and what she was doing."

Albanese has raised the fact that Payman had never spoken out in caucus about the issue. Payman argues senior colleagues told her on arrival at parliament that caucus leaked, and it was not the place to raise issues if a member wanted the discussion kept confidential. Aly says she was never told this and feels safe raising issues in caucus.
Instead, Payman says she took her concerns to Albanese, Wong and other colleagues. She claims speeches and social media posts she prepared were vetted and watered down. "We couldn't even say this many Palestinians were killed. We were saying Palestinians died as if it was a natural disaster."
Supporters of Palestine felt the government's responses favoured Israel, and wanted "more equality in the way we were treating the Israelis versus the Palestinians".
Since Payman's defection, the prime minister has spoken strongly about the need for social cohesion but Payman says she feared that cohesion would fray if pro-Palestinian concerns were not appropriately heard.
Several crunch points came, including the killing of Australian aid worker Zomi Frankcom in a drone strike in Gaza in April. Payman phoned Wong and asked to speak out. She says she was told not to. Wong declined to comment on a private conversation.
Wong knew well the restrictions of caucus.
Wong, who recently married her long-term partner Sophie Allouache, had kept loyal to Labor solidarity rules when she had to vote against same-sex marriage before Labor changed its position.
But Payman couldn't honour her pledge. On June 25, she took "the longest walk of my life" and crossed the floor to vote with the Greens on recognising Palestinian statehood. It was a symbolic act but, says Payman, "significant visual and symbolic action is required to make the community, the pro-Palestinian community, feel like they are being seen and heard".

Payman's brief association with the ALP has ended and she will forever be known as a "Labor rat" but her experience has convinced her that change needs to occur.
"I feel like the Labor Party really needs to review their rules because I don't think they're ready to have diversity with a voice," she says.
"They want diversity but voiceless."
Aly rejects this assessment. "It has been my experience that not only am I given a seat at the table, I am also given a voice," Aly says.
No longer a cog in a party machine, Payman is now negotiating life as an independent senator, ordering corflutes, setting up a website and conducting a listening tour of WA.
She has another four years before her Senate spot goes before voters but her chances of holding it are thin. It was the ALP brand that won her the seat in 2022, with her personal vote of 1,681, compared with the ALP's 511,000 votes.
Payman says she's holding the seat because Labor rank and file and community members have begged her to stay.
"They have finally found somebody who was able to use that courage and have the strength of their conviction to say no and to stand up against people being complacent or quiet about a genocide".

Payman admits she has met with The Muslim Vote, which she says is "an organisation to help people build their political literacy" and different to Muslim Votes Matter, which plans to field federal candidates in western Sydney.
As for her chances of retaining her spot: "Whether it's four years or whether it's four decades, I'm here to do the job … If people in Western Australia think I'm doing a shocking job, they can kick me out next election."

Stokes will be beside her. His recent conversion to Islam was driven in part by his desire to marry the woman he came to admire on the hustings in 2022.
He's been Payman's sounding board, waited for her outside The Lodge in the car while she was being castigated by the PM, and given up a job with a party he'd devoted his working life to.
He hopes the ALP will modify its inner workings, such as caucus solidarity rules. Many argue those rules have enabled the ALP to remain a powerful, government-winning political party for more than a century.
But Payman's case – and the fragmentation in Australian politics, with the rise of minor parties and independents – has again raised the question of modernising the ALP rulebook to allow more room for dissent.
"When every politician was a middle-aged white man, you probably didn't disagree on much," Stokes says.
"It's not the early 1900s. You can't recruit a young hijabi Muslim woman and expect her to think and feel and want the same things as a middle-aged white man, regardless of what caucus agrees to.
"I think the Labor Party needs to look at that and say, 'If we want to accept young people, diverse voices, there needs to be some wiggle room on things like caucus solidarity'."

A California state senator, Scott Wiener, wants to stop the creation of dangerous A.I. But critics say he is jumping the gun.

A California bill that could impose restrictions on artificial intelligence has tech companies, investors and activists scrambling to explain what the first-of-its-kind legislation could mean for their industry in the state.
The bill is still winding its way through the state capital in Sacramento. It is expected to reach the California state assembly appropriations committee on Thursday before facing a vote by the full assembly.
If signed into law by Gov. Gavin Newsom, the bill would require companies to test the safety of powerful A.I. technologies before releasing them to the public. It would also allow California’s attorney general to sue companies if their technologies cause serious harm, such as mass property damage or human casualties.
The debate over the A.I. bill, called SB 1047, is a reflection of the arguments that have driven intense interest in artificial intelligence . Opponents believe it will choke the progress of technologies that promise to increase worker productivity, improve health care and fight climate change.
Supporters believe the bill will help prevent disasters and place guardrails on the work of companies that are too focused on profits. Just last year, many A.I. experts and tech executives led public discussions about the risks of A.I. and even urged lawmakers in Washington to help set up those guardrails.
Now, in an about-face, the tech industry is recoiling at an attempt to do exactly that in California. Because they are based in the state or do business in the state, many of the leading A.I. companies, including Google, Meta, Anthropic and OpenAI, would be bound by the proposed law, which could set a precedent for other states and national governments.
SB 1047 arrives at a precarious time for the San Francisco Bay Area, where much of the A.I. start-up community, as well as many of the industry’s biggest companies, is based. The bill, its harshest critics argue, could push A.I. development into other states, just as the region is rebounding from a pandemic-induced slump.
Some notable A.I. researchers have supported the bill, including Geoff Hinton, the former Google researcher , and Yoshua Bengio, a professor at the University of Montreal . The two have spent the past 18 months warning of the dangers of the technology. Other A.I. pioneers have come out against the bill, including Meta’s chief A.I. scientist, Yann LeCun , and the former Google executives and Stanford professors Andrew Ng and Fei-Fei Li.
Mr. Newsom’s office declined to comment. Google, Meta and Anthropic also declined to comment. An OpenAI spokeswoman said the bill could slow innovation by creating an uncertain legal landscape for building A.I. The company said it had expressed its concerns in meetings with the office of California State Senator Scott Wiener, who created the bill, and that serious A.I. risks were national security issues that should be regulated by the federal government, not by states.
The bill has roots in “A.I. salons” held in San Francisco. Last year, Mr. Wiener attended a series of those salons, where young researchers, entrepreneurs, activists and amateur philosophers discussed the future of artificial intelligence.
After sitting in on those discussions, Mr. Wiener said he created SB 1047, with input from the lobbying arm of the Center for A.I. Safety, a think tank with ties to effective altruism, a movement that has long been concerned with preventing existential threats from A.I .
The bill would require safety tests for systems that have development costs exceeding $100 million and that are trained using a certain amount of raw computing power. It would also create a new state agency that defines and monitors those tests. Dan Hendrycks, a founder of the Center for A.I. Safety, said the bill would push the largest tech companies to identify and remove harmful behavior from their most expensive technologies.
“Complex systems will have unexpected behavior. You can count on it,” Dr. Hendrycks said in an interview with The New York Times. “The bill is a call to make sure that these systems don’t have hazards or, if the hazards do exist, that the systems have the appropriate safeguards.”
Today’s A.I. technologies can help spread disinformation online, including text, still images and videos. They are also beginning to take away some jobs. But studies by OpenAI and others over the past year showed that today’s A.I. technologies were not significantly more dangerous than search engines .
Still, some A.I. experts argue that serious dangers are on the horizon. In one example, Dario Amodei, the chief executive of the high-profile A.I. start-up Anthropic, told Congress last year that new A.I. technology could soon help unskilled people create large-scale biological attacks.
Mr. Wiener said he was trying to head off those scary scenarios.
“Historically, we have waited for bad things to happen and then wrung our hands and dealt with it later, sometimes when the horse was out of the barn and it was too late,” Mr. Wiener said in an interview. “So my view is, let’s try to, in a very light touch way, get ahead of the risks and anticipate the risks.”
Google and Meta sent letters to Mr. Wiener expressing concerns about the bill. Anthropic, Mr. Amodei’s company, surprised many observers when it also opposed the bill in its current form and suggested changes that would allow companies to control their own safety testing. The company said the government should only become involved if real harms were caused.
Mr. Wiener said the opposition by tech giants sent mixed messages. The companies have already promised the Biden administration and global regulators that they would test their systems for safety.
“The CEOs of Meta, Google, of OpenAI — all of them — have volunteered to testing and that’s what this bill asks them to do,” he said.
The bill’s critics say they are worried that the safety rules will add new liability to A.I. development, since companies will have to make a promise that they have taken reasonable steps to ensure their models are safe before they release them. They also argue that the threat of legal action from the state attorney general will discourage tech giants from sharing their technology’s underlying software code with other businesses and software developers — a practice known as open source.
Open source is common in the A.I. world. It allows small companies and individuals to build on the work of larger organizations, and critics of SB 1047 argue that the bill could severely limit the options of start-ups that do not have the resources of tech giants like Google, Microsoft and Meta.
“It could stifle innovation,” said Lauren Wagner, an investor and researcher who has worked for both Google and Meta.
Open-source backers believe that sharing code allows engineers and researchers across the industry to quickly identify and fix problems and improve technologies.
Jeremy Howard, an entrepreneur and A.I researcher who helped create the technologies that drive the leading A.I. systems , said the new California bill would ensure that the most powerful A.I. technologies belonged solely to the biggest tech companies. And if these systems were to eventually exceed the power of the human brain, as some A.I. researchers believe they will, the bill would consolidate power in the hands of a few corporations.
“These organizations would have more power than any country — any entity of any kind. They would be in control of an artificial super intelligence,” Mr. Howard said. “That is a recipe for disaster.”
Others argue that if open source development is not allowed to flourish in the United States, it will flow to other countries, including China. The solution, they argue, is to regulate how people use A.I. rather than regulating the creation of the core technology.
“A.I. is like a kitchen knife, which can be used for good things, like cutting an onion, and bad things, like stabbing a person,” said Sebastian Thrun, an A.I. researcher and serial entrepreneur who founded the self-driving car project at Google. “We shouldn’t try to put an off-switch on a kitchen knife. We should try to prevent people from misusing it.”
