More Westside Violence: 4 Dead In Neighborhood Shooting At PartyThe shooting is the latest in a spate of recent gun violence in Waianae. A man rammed his tractor into several vehicles at a neighbor’s house where a party was being held Saturday on Waianae Valley Road, then opened fire on people as they tried to flee, killing three bystanders before being shot to death by one of the residents, Honolulu police said Sunday. The 42-year-old resident who shot the suspect was arrested on suspicion of second-degree murder, Lt. Deena Thoemmes said Sunday during a press conference. He was released later Sunday pending investigation and has not been charged, according to HPD. Correction: An earlier version of this story said he was charged. Officers responded to the home on Waianae Valley Road just after 11:15 p.m. and found six gunshot victims, including the suspect, she said. Three women, ages 29, 34 and 36, were killed while a 31-year-old man and a 52-year-old woman were injured and remained hospitalized. The shooting raised new concerns over violence on the Westside after three previous shootings happened in the span of about a week, prompting calls for police and community leaders to do more to address the problem. The 58-year-old suspect, who has not been identified, opened fire on several people who were in the home’s carport and trying to flee after he rammed the vehicles, Thoemmes told reporters at HPD headquarters. A 42-year-old resident of the home shot and killed the suspect with a handgun, Thoemmes said. He also was not named, but an arrest log showed 42-year-old Rishard Carnate was arrested at 12:15 a.m. Sunday on suspicion of murder in the second degree. Witnesses told police that the man driving the tractor was also carrying four 55-gallon drums of an unknown type of fuel on the front loader he was operating and shot rounds into the drums during the incident. Honolulu Police Chief Joe Logan said detectives are still investigating whether the guns involved in the incident were registered. See more newsletters. Logan said this shooting was not a random act but a targeted incident between neighbors, which is more difficult for police to prevent. He called on community members to call 911 when they see something suspicious, such as a family member having an unregistered firearm. “Very difficult for us to be able to stop a neighbor-on-neighbor dispute,” he said. “But if they called us in advance earlier we could’ve got there to talk through the issue or concern to help them with their situation.” Concerns about violence in the area already were on the rise, including the shootings of a 15-year-old boy and 19-year-old man in Waianae on Aug. 15, and a man who shot three people in a Waianae home on Aug. 14 before he was killed by police . A 31-year-old man was fatally shot at the Waianae Boat Harbor on Aug. 6. The shooting caused Waianae High School, which is near the boat harbor property, to go into lockdown on the first day of school. City and state leaders held a press conference on Aug. 16 during which Logan promised to allocate more police officers to the area. Officials also said officers from the Department of Law Enforcement and Division of Conservation and Resources Enforcement, part of the Department of Land and Natural Resources, would be assisting. Logan would not say Sunday how many officers are deployed in District 8, the police district that covers the area from Ewa Beach to Kaena Point, but said this weekend was not at 100% staffing. He said the district was fully staffed last week. A recent Civil Beat analysis found District 8 has the most uniformed job vacancies of any police district. HPD has been working to increase police presence in the area, including by asking reserve officers, who are citizens trained to perform police duties and work a minimum of 20 hours a month, to spend more of their time on the Westside. Logan also said state partners are helping patrol the beach parks and the Waianae Boat Harbor. But Logan said the shortage in his department, which hovers around 400 vacancies for sworn officers, aren’t to blame for the increase in violence. “Staffing shortages don’t cause crime,” he said. “Crime happens because individuals make a choice amongst themselves to do something. We can deter crime from time to time when we are patrolling and in the areas, as we are.” So far this year there have been five murders and non-negligent manslaughters in District 8, according to Honolulu Police Department’s crime dashboard , which has not yet been updated to include the four recent deaths in Waianae. Killings have increased on the Westside in recent years. Last year, there were 10 murders and non-negligent manslaughters in the region and six in 2022. Logan said he did not have a theory for what’s behind the increase in violence on the Westside and said police couldn’t always prevent crimes from happening. “Unfortunately, criminals are criminals and from time to time they choose to commit a violent act and they may wait for police to pass by,” he said. “As a police officer, you’re trying to be everywhere and help the community, but unfortunately it’s just difficult to do that. And we can’t be in everyone’s home.” Honolulu Mayor Rick Blangiardi said in a statement that the recurring shootings on the Westside demand urgent action. “This violence must stop,” the statement says. “I call on our entire community to come together, to look out for one another, and to speak up if they see or hear something that could help prevent another tragedy. Hewlett-Packard Continues Pursuit of $4 Billion Claim Against Mike Lynch, Who Died in Sicily Yacht SinkingFollowing the loss of her husband and daughter, Angela Bacares, may now be liable for the claim. Hewlett Packard Enterprise is continuing its pursuit of civil fraud damages of up to $4 billion from the estate of Mike Lynch , the British tech mogul who died last month when his yacht sank. In 2022, Britain’s High Court ruled that the information technology company “had substantially succeeded in its civil fraud claims,” according to a statement from the company. In February, lawyers for HPE and Lynch argued in court about the amount of the damages. However, Lynch had planned to appeal the case. Judge Hildyard , who has indicated that the damages would likely be “substantially” less than what HP had sought, is expected to issue a ruling in the coming months. “The judge’s decision regarding damages due to HPE will arrive in due course,” Hewlett Packard Enterprise said Monday in a statement. “It is HPE’s intention to follow the proceedings through to their conclusion.” The claims were made against Lynch and Sushovan Hussain , the former chief financial officer of Autonomy, a business software company Lynch founded, which was sold to Hewlett Packard in 2011 for $11 billion. Lynch died when his yacht, the Bayesian , sank in a storm off Sicily on August 19. Now a widow, Angela Bacares —one of the fifteen people rescued—could be liable for the damages. Lynch and his 18-year-old daughter, Hannah , whom he shared with Bacares, were among six passengers who died when the 184-foot luxury yacht went down. One crew member, yacht chef Recaldo Thomas , also died. Lynch had gathered on the yacht with family and friends to celebrate his acquittal in a separate U.S. criminal trial for fraud and conspiracy charges. On Monday, September 2, the Italian news agency ANSA announced that the first autopsies were conducted on a husband and wife who were among the seven deceased. The reports confirmed that Christopher and Neda Morvillo died by drowning. Initial results from the examinations, performed by Professor Antonella Argo of the Institute of Forensic Medicine at the Palermo Policlinico, showed no signs of trauma. Autopsies for another husband and wife, Jonathan and Judy Bloomer , are scheduled for Wednesday, while those for the remaining three victims—Mike Lynch, his daughter Hannah, and chef Thomas—are still pending. WIMEREUX, France -- A day after 12 migrants died when their small inflatable ripped apart on a failed effort to cross the English Channel, several dozen others made another crossing attempt on a crowded vessel from northern France on Wednesday, as French patrol boats watched it labor through the seas. That migrants were prepared to risk their lives so soon after a dozen others lost theirs trying to cross the busy waterway from France to Britain underscored the magnitude of the problem for the French and U.K. governments. It was the deadliest accident involving a migrant boat in the English Channel this year. The mayor of Wimereux, a French coastal town where Associated Press journalists filmed the crowded inflatable boat on Wednesday, pleaded for French and British officials to do more to limit the number of migrants attempting the often perilous journey. “Unfortunately, every day is like this for us. The smugglers — a criminal network — continue with insistence to send people to their deaths in the channel. It really is unacceptable, scandalous. And it is high time that a lasting solution is found with Britain,” Mayor Jean-Luc Dubaële said by phone. “Let's ask ourselves the question: Why do they want to go to Britain? Because something is drawing them there,” he said. “They can ask for asylum in France. (But) none ask for the right to asylum in France. They all want to go to Britain. So it is high time that we sit around a table with the new British government.” Cross-Channel migration was a key focus in the U.K. general election in July, which the Labour Party won resoundingly to make its leader, Keir Starmer, the new prime minister. A French prosecutor investigating Tuesday's sinking, Guirec Le Bras, said 10 of the 12 dead were women and six of the victims were minors. Many appeared to be Eritrean, he said. The inflatable boat sank about 5 kilometers (3 miles) off the French coast, he said. Maritime authorities said many aboard didn't have life vests. Fishermen who recovered some of the dead said they were moved to tears. “The bodies of two women were very young. That hurt me. I cried all day. I couldn’t stop," said 53-year-old Samba Sy Ndiaye, who works aboard the Murex, one of two fishing boats that assisted the French rescue effort. Another crew member, Axel Baheu, said the body of one young woman – he guessed she was between 15 and 20 – had a telephone in a waterproof pouch around her neck. It started to ring as he was pulling her out of the water and checking for a pulse, he said. “That was hard because you know full well that no one will ever answer," Baheu said. His father, Jean Marie Baheu, said he saw another heavily laden migrant boat set off Wednesday in front of his house. “When the weather is good and there’s no wind, there are departures every day,” he said. “At the beginning, you’d see 20, 30 people. Now, it’s minimum 70, 80.” The inflatable boat the AP saw and filmed on Wednesday was carrying migrants, French maritime authorities confirmed. AP journalists estimated that 40 to 50 people were aboard. Many wore life preservers. A patrol boat flying a French flag approached the inflatable at one point and the crew tossed more life vests — about half a dozen — to the migrants. The English Channel's gray seas were comparatively calm, with small waves lapping the beach as people walked dogs on the sand. Still, the inflatable appeared to make slow headway. Even though journalists filmed it for more than two hours, it remained clearly visible from shore, with the patrol vessel buzzing around it and a larger one shadowing it from farther away. The French maritime agency that oversees that stretch of sea said the boats were monitoring the inflatable in case it ran into difficulty or people aboard requested assistance. In a statement to the AP, the agency said that although maritime law forbids the use at sea of makeshift inflatables, it's too dangerous to force them back to shore when the boats are heavily laden. “It's difficult to achieve with more than 50 people on board who are vehemently refusing to be rescued. The main risk is a stampede on board and then a capsizing, these boats being neither stable nor reliable. The risk of loss of human life being too high for an intervention under duress, the choice is made to prioritize the protection of the people on board and by simply monitoring from a distance the navigation capabilities of these boats,” the statement said. “It is therefore more a question of ethics than of blind application of the law,” it added. By the U.K. government's count, at least 21,720 migrants have managed to cross the English Channel so far this year. That's 3% more than at the same stage last year, but 19% lower than during the same period in 2022. The boat that ripped apart on Tuesday, plunging 65 people into the sea, was one of several crossing attempts that day. British authorities said at least 317 migrants succeeded, arriving aboard five boats. One of the first measures the new U.K. government immediately enacted was to scrap the previous Conservative government’s plan to send some migrants arriving in small boats to Rwanda rather than being allowed to seek asylum in Britain. Human rights groups criticized the plan. Starmer called the plan a “gimmick” and wouldn't act as a deterrent. Instead, his government has opted to divert some of the money saved from ditching the program into setting up a strengthened border force to “smash” the criminal gangs behind the small-boat arrivals. Dutch ship captain Karsten Börner, whose own boat was anchored near Lynch’s Bayesian , told the Financial Times that the superyacht appeared to have stability problems. “The center of gravity is too high with this extreme mast,” he explained, while also dismissing the Italian coast guard’s initial view that the Bayesian was in the wrong place at the wrong time. “I was on the same spot,” Börner added. “I have two masts and they are 28 and 29 meters above deck, she has one, 73 meters (239.5 feet) above deck.” Authorities are looking into possible reasons Lynch’s yacht quickly sank , when other boats nearby seemed to weather the same storm without issue. The 56-meter long superyacht had been carrying 22 passengers and crew. Börner rescued 15 passengers and said they told him the ship sank in less than two minutes. He also described the wind as “violent, very violent,” telling the FT that the wind speed likely reached hurricane strength as “tons of water” came down. “I never saw that before, there was a water tornado,” he said. The CEO of the Italian Sea Group, which owns the company that built the Bayesian , previously told the FT that it was designed to be stable with its tall mast and suggested the crew didn’t carry out proper safety measures. But Börner said the crew told him they “closed the ship,” according to the FT . The Italian Sea Group didn’t immediately respond to Fortune’s request for comment on Börner’s remarks and declined to comment to the FT . Meanwhile, prosecutors in Italy have launched a probe into the shipwreck and multiple counts of culpable homicide, which are equivalent to manslaughter charges. The Italian coast guard also confirmed Friday that it had recovered the body of Lynch’s 18-year-old daughter, Hannah. In addition to Lynch and his daughter, the other victims included Morgan Stanley International chair Jonathan Bloomer and his wife, Judy Bloomer; Clifford Chance lawyer Chris Morvillo and his wife, American jewelry designer Neda Morvillo; and chef Recaldo Thomas. On Saturday, Italian prosecutors told reporters that the emergency began at 4:38 a.m. local time , when a red flare was launched and seen by the coast guard, adding that the passengers were likely asleep at the time. Deputy prosecutor Raffaele Cammarano told reporters that a crew member had been on duty, as required, when the “truly sudden” storm struck. Chief prosecutor Ambrogio Cartosio said ship-tracking data showed the yacht started to drift from anchor just before 4 a.m., then traveled about 360 meters over five minute to the spot where it eventually sank some 15 minutes after that. The health and well-being line-up is completed by an on-board massage room and therapist while a large water toy selection accessed from the swim platform provides hours of on-the-water fun. Flanked by full-length windows, the main salon features a sleek bar, a lounge and a formal dining area while the skylounge features a grand piano, small bar and sumptuous sofas. A neutral colour palette of cream and taupe complements rich woods for a fresh and timeless feel. At the end of the day, guests can retreat into one of six cabins, including a master suite with an adjoining twin cabin, a bridge deck VIP suite and four double cabins, two of can convert into twin cabins.
